During the early years of the National Team it was common practice that the Federation establishes a Technical Commission to lead the Azzurri, which had the full say on all decision making. But it was very rare that the Technical Commission was left on its own and a Trainer was generally created. In this case he would have the final word, with the commission being there only to advise him. In the 1924-1925 period when the National Championship was divided according to the physical geography of Italy, Technical Commissioners were created to represent the different regions of the country.

There was an occasion when a Chairman or a Technical Director was selected to lead the Technical Commission. In this case he had the full power of decisions with the other commissioners helping him. In 1950 a Secretary was created to serve as a link with the federation and in 1958 a Control Commission was established instead of a Technical Commission to help the Coach. As time went by this system changed and today no more Technical Commissions are being created.

When a Trainer and a Coach where given the job to lead the Azzurri together, the Coach was always regarded as the senior. In 1975 a General Director was selected to help the Coach, but this position was an honorary one and the Trainer was the actual driving force after the azzurri.

When on very rare occasions it was impossible for a National Coach to go in the pitch during a game of the Azzurri, he was substituted on the bench by his Assistant National Coach.
